After a lifetime of public service including 25 years in the municipal arena, Hector Forestier has joined Bleyl Engineering. Hector previously served as City Manager for multiple cities in Texas after enjoying a long career in the United States Air Force. He brings a wealth of insight and experience within the municipal industry, along with a firm grasp on the needs and challenges facing local Texas communities.

Hector Forestier

Originally from Puerto Rico, Mr. Forestier earned a Bachelor’s in Business Administration and a Master’s in Personnel Management. He was commissioned as a Second Lieutenant in the United States Air Force where he served 20 years, advancing through various roles. Retiring from the Air force in 1995, Mr. Forestier went on to serve as City Manager for the citizens of Cleveland, Uvalde, Giddings, and Willis, Texas, until his retirement in late 2019. He served as City Manager of Willis for the past ten years. Hector has also served in multiple capacities for various public associations, councils, and clubs and currently serves in the Lone Star Family Health Center Board and is a member of the Montgomery County Meals on Wheels Board and the Montgomery County Community Foundation Funding Committee.

Mr. Forestier’s proven commitment to the community, coupled with his vast municipal experience in Texas, is a perfect compliment to Bleyl’s vision: to be a foundation for the advancement of stronger, safer communities across Texas.  Working in Public Relations, he will broaden and deepen Bleyl’s municipal footprint by developing and enhancing relations with existing clientele while pursuing new relationships with local government offices.

Mark Adam, PE, RPLS recently gave a presentation for the URINA Municipal Utility District during a budget workshop at the annual AWBD conference which was held June 13-15, 2019 in Forth Worth, Texas. Mr. Adam serves as a board member for the district which met to address the challenges of the district’s aging infrastructure and how to draw adequate funding from a combination of utility rates, taxes, and fees.

In the presentation, Mr. Adam reviewed the District Budget, Rate Order, and Tax Options and outlined a 5-Year Capital-Maintenance Projects Plan, As an acting liaison to a District consultant, each board member also brought information they had gathered to aid in the discussion.

The Association of Water Board Directors (AWBD) was formed early in the 1970s as an advocacy group for utility districts. The association’s mission is to promote unity and education among the various water districts in Texas. The annual AWBD conference gives their more than 900 members an opportunity to learn, connect, and discuss water resources improvements for future district operations.

Austen Beck and Maria Reverol gave a presentation to the Sam Houston Water Utilities Association, a region chapter of the Texas Water Utilities Association, at their 67th Annual All-Day Conference and Exposition on August 16, 2018. The presentation, titled “Non-Potable Water Reuse Systems”, discussed the history, applications, and benefits of water reuse throughout the world as well as requirements for water reuse in the State of Texas. They also discussed a recent study completed by the Bleyl Houston Office on implementing a Non-Potable Water Reuse system to use treated WWTP effluent from a North Harris County subdivision to irrigate a local golf course.

Bleyl Engineering, a leader in land development, municipal services and construction management, is pleased to announce the completion of the 43,750 square foot CForce Bottling Company water plant in Navasota, Texas.

Bleyl Engineering played a number of instrumental roles in this project, including project administration, civil design, compliance with Texas Commission on Environmental Quality (TCEQ) regulations and nationwide licensing. But before any earth was moved for this facility, Bleyl had to secure the integrity of the product – water from a 23,000 year-old aquifer.

Securing the Source

Discovered by accident in 2011 on a ranch owned by Chuck and Gena Norris, this water has been untouched since the ice age. We first had to secure the existing well, which required modifications to the concrete sealing block and improved piping and pumping equipment. Next, we provided guidance for the preliminary water treatment process which included chlorine disinfection and additional in-storage aeration.

Designing the Plant

The next step was to design the plant grading, layout and culvert specifications. Bleyl also was responsible for the erosion control plan – essential for a facility with such a large footprint. Once these challenges were addressed, we designed the interior of the plant, focusing on logistical efficiency. Over 7,000 linear feet of four inch pipe was designed to bring the source water into the plant directly from the well without ever being “handled.” This required close coordination with the Texas Department of Transportation, as we had to obtain a permit to bore under State Highway 90.

Assuring Product Access Nationwide

To be sure CForce would be able to market, distribute and sell its product nationwide, we prepared and furnished the company with engineering reports specifically tailored for each of the 50 states.

In Summary

The design, licensing, administration and regulatory approval process (with TCEQ and TxDOT) for this facility took two years. Key Bleyl personnel involved in this $10 million project were Sam J. Vernon, PE and Shanice Robinson, EIT. The CForce Bottling Company is located on Lone Wolf Ranch, which is owned by martial artist, actor, producer and screenwriter Chuck Norris and his wife Gena. It is one of the largest private bottlers in Texas.

Bleyl Engineering, a leader in land development, municipal services and construction management, is pleased to announce our newest associates to fulfill all requirements and earn the designation of Professional Engineer – Jose Espinoza, P.E. and Robert DiRosa, P.E.

Both Jose and Robert were previously engineers in training. To become a licensed Professional Engineer (P.E.), candidates must graduate from an accredited university with a degree in engineering and work under the tutelage of a Professional Engineer, successfully handling increasing responsibilities for a minimum of four years, and sit for the Principles and Practice of Engineering exam. Both Jose and Robert recently passed this exam.

After graduating from Texas A&M University in 2013 with a Bachelor of Science degree in Biological and Agricultural Engineering, Jose joined Bleyl as a Graduate Engineer. He is now skilled in project management and estimation, water plants, public utilities, water resources, and construction management.

Following eight years of service with the US Army in an engineering capacity, Robert enrolled and later graduated from the University of Houston with a Bachelor of Science degree in Civil Engineering. Since being hired by Bleyl in 2016 as a Project Manager, Robert has participated in the design and management of a wide variety of residential and commercial projects including, sanitary sewer installation, storm sewer installation, site and detention pond grading, water systems and paving design. He has a strong background in designing subdivision sections within master planned communities.

Jose and Robert are now both licensed Professional Engineers in the state of Texas.

Also, our office in Bryan, Texas is pleased to announce two promotions. Tim Wolff has been promoted to Regional Manager, and David Besly is the new Transportation Department Manager. Tim joined the firm in 2014 and manages civil engineering design and consultation projects for private and public projects including water plant/distribution systems, sewer collection systems, roadways and subdivisions. David is also Project Manager whose responsibilities include analysis, planning, and design for municipal projects including roadways, utilities and land development.

For the summer of 2018, we have also hired four promising interns: Morgan Brown, Sarah Gill, Allison Hand, and Collin Edwards. They will be spending the summer with us here in the Conroe office.

Jennifer Steen, PE was recently promoted to Department Manager for the Public Works Department. She has over 13 years of experience in municipal design and project management which includes site, utility, drainage, port and roadway design and municipal engineering services management. Mrs. Steen graduated from Texas A&M in 2005 with a Bachelor of Science in Civil Engineering and joined Bleyl Engineering in 2017.

Travis T. K. Walker, PE was recently promoted to a Project Manager in the Public Works Department. He recently completed the requirements for earning his professional engineering license in the State of Texas. Mr. Walker joined Bleyl Engineering in 2013 after graduating from Texas A&M with a Bachelor of Science in Civil Engineering.

Now a licensed Professional Engineer in the state of Texas, he serves as a client consultant preparing construction documents, cost estimates, specifications, contract documents and other engineering documents as needed. Since joining Bleyl Engineering five years ago, Travis has participated in the design of water treatment plants, sanitary sewer lift stations, water distribution systems, storm water drainage and detention, and site plans, and construction inspection.
